What is the authorised representative requirement?
The European regulation on packaging and packaging waste (PPWR) has applied directly across all 27 Member States since 12 August 2026, with no national transposition and no grace period.
Article 45 requires any producer placing packaging on the market of a country where it is not established to appoint, by written mandate, a local representative responsible for its EPR obligations in that country.
The rule is territorial: one representative per Member State of sale. There is no single European gateway.
The representative must be established in the Member State concerned and empowered by written mandate. Its scope covers registration on the national register, reporting of quantities, payment of contributions and liaison with the authorities.

The consequences of non-compliance
Without an appointed representative you cannot obtain a unique producer identification number — and without a UIN, your activity in France is blocked.

The Light tier corresponds to the flat-rate regime applicable to producers whose volumes fall within the PRO's simplified thresholds. A change of tier is made by written agreement, effective from the following billing period.
